Local Emergency Management 

The Shires of Cuballing and Wickepin have by mutual agreement, joined for the purposes of emergency management under Section 34(1) of the Emergency Management Act 2005. This plan has been prepared and endorsed by the Shires of Cuballing and Wickepin LEMC.

The purpose of this plan is to document:

  1. The Shire of Cuballing and Wickepin’s preparedness and capacity to support the effective management of an emergency that may impact on the local community;
  2. The roles and responsibilities of public authorities and other agencies/stakeholders involved in emergency management in the Shire of Wickepin local government district;
  3. A list of natural and technological hazards that may impact the local community;
  4. Other matters about emergency management in the local government district that either local government considers appropriate as outlined in this document.

Shire of Cuballing Local Emergency Management Arrangements 

Local Emergency Management Committee (LEMC)

Local Emergency Management Committees (LEMCs) are community-level planning groups required for each local government area. Managed and chaired by the local government, they bring together key stakeholders—such as the Shire, police, fire and rescue, health services, and community leaders—to prepare for, respond to, and recover from disasters and emergencies. Western Australia has 11 emergency management districts, each with its own District Emergency Management Committee (DEMC). Each DEMC is chaired by a District Emergency Coordinator and supported by a District Emergency Management Advisor as Executive Officer.

Managed and chaired by the local government, the LEMC includes representatives from organisations involved in emergency management in the district.

An LEMC’s main functions include:

  • advising and assisting the local government in ensuring that LEMA are established
  • liaising with public authorities and other key organisations to develop, review and test the LEMA
