Council operates under a 4 x 2 Electoral Cycle which simply means Councillors are elected for 4 year terms and elections are held every two years - where half the Council will be up for election. Council elections are now conducted on the First Past the Post System, whereby the person with the most votes is elected - no preferences are required. Council elections are held on the third Saturday in October every second year and this years election will be held on Saturday 19th October 2019. In accordance with the Land Administration Act 1997, the Shire of Cuballing is considering permanently closing a section of an unnamed Road Reserve between Williams Road and Popanyinning West Road in West Popanyinning. The purpose of this permanent closure of this section of unnamed Road Reserve is to facilitate the inclusion of the Road Reserve into neighbouring properties. This will allow the further development of the neighbouring properties and indirectly assist the activities operating from those properties.

The Shire of Cuballing has closed Bradford Exchange Road, between Bradford and Shepherd Roads to all traffic until further notice. Bradford Exchange Road has been impacted by a fire and large burnt trees beside the road are still smouldering and could cause a traffic hazard in the high wind. Total Fire Ban

Under Section 46 of the Bush Fires Act, the Shire of Cuballing is issuing a Total Fire Ban, commencing immediately, until 9PM Thursday, 6th June 2019. The Shire of Cuballing also gives notice to landowners that all currently burning fires are to be extinguished. Recently extinguished fires should also be monitored ahead of the arrival of the rainband in case of flare up. FORECAST CONDITIONS A trough is approaching the west coast with northerly winds ahead of the trough becoming particularly fresh and gusty over the coming days. Temperatures are not as high as they would be if this weather pattern was to occur earlier in the year, however temperatures are above average for June, and humidity is below average (dry). Peak fire danger conditions on Thursday in the South West Land Division (SWLD).

The Shire of Cuballing is seeking feedback on all aspects of their draft Disability Access and Inclusion Plan. The draft Disability Access and Inclusion Plan seeks to describe how the Shire of Cuballing will working to make sure its services are accessible to everyone including people with disabilities. The draft plan can be viewed on the Shires website www.cuballing.wa.gov.au or copies can be made available on request and in alternative formats if required. This stage of the community consultation process closes on Wednesday 6th June 2019. After that time all information received will be reviewed prior to formal consideration by Council.

It is hereby advised that, in accordance with Section 18(5) of the Bush Fires Act (1954), the end of the Restricted Burning Period for the Shire of Cuballing has been extended from 19th April 2019 to Monday 22nd April 2019. Over the Christmas and New Year period there will be Harvest & Movement Bans in place the Shire of Cuballing on Tuesday 25th December 2018 and Tuesday 1st January 2019. To see whether the Shire has a Ban in place, please use the Harvest Ban Hotline on 9883 6386 which has a recorded message that is updated immediately after a Ban has been placed or removed. The Shire of Cuballing offers a SMS service for notification of Harvest and vehicle bans. This service is free and is available to all residents. The Shire Office will be closed for the Christmas/New Year holiday period from Tuesday 25th December to Tuesday 1st January 2019. The Shire office will reopen on Wednesday 2nd January 2019 Waste & Recycling Kerbside Pickup For residents of Popanyinning and Cuballing the regular Tuesday Waste & Recycling pickups scheduled for Christmas and New Year Day will be completed on at the same time on the Monday prior. Waste & Recycling Kerbside pickup will occur on Monday 24th December 2018. Waste Kerbside pickup will occur on Monday 31st December 2018. The Waste & Recycling Kerbside pickup scheduled for Tuesday 8th January 2019 will occur as scheduled. Wednesday 5th SEPTEMBER 2018 COMMENCING 7.30AM - ROSE STREET, Then - SMITH STREET and MUNRO STREET The Shire of Cuballing will be undertaking roadside tree pruning and mulching in the town of Cuballing commencing Monday 3rd September 2018. This work aims to make our town streets safer and prune trees that are growing over roads and intersections. The roads to be treated include Cuballing East Road and parts of Munro Street, Clarke Street, Rose Street, Smith Street, Beeston Street and Darcy Street. Shire staff and contractors will be completing this work for approximately 2 weeks between the hours of 7.30am and 4pm on weekdays. This work will use heavy equipment, will be noisy and will involve traffic control, all of which may cause disturbance to residents. Once the work commences, the Shire will keep local residents informed daily about the progress of the work through the Shire website and Facebook page. The draft Local Planning Strategy (LPS), when finalised, will be the Council’s key strategic land use planning document. The LPS is intended to provide broad direction for the future growth and development of the district for 10 - 15 years. The draft Local Planning Strategy is currently a preliminary draft and will be modified following comments from the community and other stakeholders in 2018 and based on Western Australian Planning Commission requirements. It is highlighted that investment or associated decisions should not rely on the draft Strategy given the final endorsed Strategy will be different to the preliminary draft version. Shire of Cuballing Shire President Mark Conley has unveiled entry statements to Cuballing on the Great Southern Highway featuring sculptures completed by Shire employee Tim Bradford. Cr Conley paid tribute to Tim’s efforts and ingenuity in completing the two sculptures of the horses made entirely from horse shoes. While the horse sculptures have been completed and displayed for some years, the backdrop featuring the contrasting galvanised letters and rusty corrugated iron effect were recently completed.

End of Restricted Burning Period

The Shire of Cuballing’s Restricted Burning Period has now ended. Property owners and residents no longer need to obtain a permit issued by their local volunteer Fire Control Officer if they wish to light a fire Whilst there are no formal restrictions on lighting fires, property owners and residents are urged to still be cautious and responsible when doing so. If you wish to obtain advice about burning safely please contact your local volunteer Fire Control Officer who will be willing to provide advice. Permits will be for a specific time and location and may include conditions that the land owner is required to comply with prior to lighting the fire.

6pm Tuesday 13th March 2018 About 30 people attended a workshop at the Popanyinning Hall on Tuesday 13th March 2018 to discuss Popanyinning’s future. Respected facilitator Peter Kenyon motivated and led the group to focus on what might be possible or desirable in Popanyinning’s future. The thinking and discussion focused on four areas: What new things would we like to see in Popanyinning; What things that are in Popanyinning now do we really want to keep; What things in Popanyinning would we like to change; What things that have been lost in Popanyinning that we want to bring back.

There will be exhibitions and information from the Narrogin Police, Independent Living, Aged Care Assessment Team, Yoga, Balance Checks and information on Enduring Power of Attorneys and Wills. A light morning tea will also be provided.
